At a meeting of the Council of State held this day, I was instructed to inform you that the bond which the Council of State determined at a previous meeting it would require of your company, must be filed with the Council of State on or before September 20th, 1913.

I was also instructed to say that the Council of State would be glad to confer with you as to the date upon which your road is to be completed, and to what point. Such conference, however, to be held between this date and September 20th, so as not to interfere with that limit for the filing of your bond.
