Dear Gov:-

I am writing you in regard to convict force on the Watauga R.R.

As a citizen of Watauga Co. I earnestly request you to send the convicts to our Co. to do construction work on the Watauga R.R. The people of this Co are looking for, and expecting you as Gov. of our State, to place all the convicts in your power on said R.R.

As you have visited our Co. and know our condition in regard to R.R. facilities, and you know how we need the same. The R.R. Co promise that if the convicts are sent the the construction work will be continued until completed to Boone, and as one of our citizens remarked to me for the Lords sake tell the Gov. to send them. Feeling the assurance that in this supreme moment when we mountain people so much need of this help, that you as the Gov. of this great State, you will do all in your power for us.

Allow me to thank you in advance for anything you may see fit to do for us.

Allow me to express myself as one of your most earnest supporters from beginning to end.
