Dear Governor,
The Railroad men have the quarters ready for 22 men. We told them they would be forthcoming. We have just been over all the road yet to be built. It is a big undertaking. If we can get it done by putting 75 men on the road, after July 1, we will do well, Governor, This will be the biggest thing in your administration. It will help to give N.C. a better freight rate. Our folks have worked a mighty long time, and mighty hard. If this effort fails, they will never get over it. If you could throw open the gates and give us 100 men, during the fall, we can get over the Mountain. We feel that we have done about all we can do in the matter.
We are looking for Mr. Mann, about the 10 or 12 of June.
