My dear Varner:

All of the Colonels and Majors are on my staff. I do not see any difference in the desirability of the places. At present there is no vacancy on my personal staff. As soon as there is a vacancy I can appoint Mr. Fleer.

I forgot to tell you in my previous letter that the statute authorizing convicts on the railroads provides that the prison shall have credit in the Treasurer's office for all of these convicts. So far as the prison is concerned it loses nothing by sending the convicts to the railroads. The Treasurer will honor any drafts on the State prison to the extent of the prison credit there on account of convicts.
