My dear Mr. Harrison:
At present there are no convicts available. I feel the greatest interest in the railroad from Andrews to Hayesville. Your enterprise commends itself to my judgment as a business proposition for the State. If the convicts were here you should have them. They are not here at present. As soon as they are available I will see that you get your proportionate part.
