Enclosed find copy of letter which the writer has sent to Mr. Mann, Supt. of Prisons. I had a talk Saturday afternoon with Mr. J. H. Weddington in regard to this matter and he stated that he would be glad to have me write you and use his name, asking that you use your best efforts, if you thought best, to secure these men for the Hardaway Contracting Company, and he would be glad to have you write him in regard to the company, as he would be glad to give them any recommendation or assist in any way possible in securing the men. I do not know just how the law reads in regard to leasing these convicts, but, as stated in my letter to Mr. Mann, these people are not Railroad Builders, but are Hydro Electric Power Developers.

Any effort or assistance that you could give would be greatly appreciated by the writer, the above firm and also Mr. Weddington.
