My dear Sir:-
I have been out of the office for several days and on returning find yours of the 15th on my desk. I deeply regret that my time will be so occupied during my very brief stay in Norfolk that it will be impossible for me to make the address mentioned by you. I have made many speeches to your people all over North Carolina, and am deeply interested in their welfare, and am always glad to talk to them. I regret that on this occasion it will be impossible for me to do so.
