Dear Sir:-
Your recent letter, addressed to the Governor, has been referred to me for reply. In answer to your inquiry, I have to advise you that in the enforcement of the law against deserters, you should use the same methods that are used in the enforcement of the laws generally. I do not believe you have the right to search the homes of people without a proper warrant.
