Columbia, S.C.
Nov. 23, 1918.
To Gov. Bickett,
Chief Executive,
State of Norht Carolina,
Honored Sir:
At a mass meeting of Citizens of Columbia, held on Nov. 18th the following resolutions were passed.
Whereas certain citizens of Winston-Salem, contrary to the laws of North Carolina and the federal laws, did band themselves together with lawless intent proceed to the ___________ jail and there shot a prisoner, who afterwards, as the report goes, was found not to be the party sort, the result being that many innocent people have suffered (some death) through the lawless acts of this irresponsible mob.
As law-abiding Citizens we deplore this needless outburst of crime and do call upon you as the Chief Magistrate of the State to do your duty within the law to vindicate your State from the blot that irresponsible and law disrespecting people would bring upon it.
