Dear Sir:
I am advised that G. L. Park has been appointed Appeal Agent for this county, which meets the approval of this Board, and a majority of the citizens. However, we expected that Chas. B. Spicer would probably remain as Appeal Agent to act in conjunction with Mr. Park.
Mr. Spicer seems to be sore about the matter, and intimates that he has been advised this Board recommended his removal. We are certain that we have not given any one any information to the effect that we had recommended his removal, but have told him that we did recommend the appointment of Mr. Park following receipt of the bulletin upon the subject of appeal agents. We do not want Spicer to be sore at us, and while we do not hesitate to tell him that we recommended Mr. Park, we would not like for him to understand that we recommended his removal. He says that he is going to write you for particulars, and we would like for you to protect us in that particular.
There has been a great deal of complaint from different sources about his actions in connection with his position as appeal agent, a number of people insisting on his removal, and the recommendation made to you by myself as a member of this Board, was made in good faith, and for the best interests of the work. We do not wish to retract, and do not want Mr. Spicer sore at us, because there was nothing whatever of any personal nature, and the action was for no other reason than the good of the cause. I am satisfied that that the information you have gathered from outside sources has prompted your action, in affecting his removal especially.
