My dear General Crowder:-

I enclose for your careful consideration file in regard to the alleged unsoldierly conduct of Second Lieut. E. N. Plate of Camp Lee, Va. I am sure that you will readily agree with me that if the officer named used the expressions attributed to him, he has been guilty of conduct unbecoming an officer and a gentleman and should be forthwith discharged from the service.

It is of the utmost importance to your office and mine that the people should feel sure of just and polite treatment when they are attempting to do their duty in the enforcement of the Selective Draft Law. Of course I deeply resent the expressions attributed to this Lieutenant but I would be willing to pass them over as unworthy of serious consideration so far as the State of North Carolina is concerned, but I think the interest of the Nation in this emergency requires that an officer of this type be summarily dealt with.
