Dear Sir:

I enclose a copy of a letter from Special Agent Phillips, at Wilmington, N.C., with which he enclosed a letter from United States Attorney Carr and Government Appeal Agent F. M. Wooten, concerning the further prosecution of J. J. Laughinghouse, former, Chairman of the Local Exemption Board for Pitt County. I am also sending you a copy of the Department’s letter to Mr. Carr, in which permission is given him to use his own discretion as to whether Laughinghouse should be further prosecuted at this time.

Referring to the recent charges on the part of the Governor of North Carolina against Special Agent Phillips, and in justice to Mr. Phillips, I take pleasure in referring you to paragraph five of Mr. Wooten’s letter.

If you desire that any action be taken by this Department other than that indicated in this correspondence' kindly advise me.
