Dear Sir:-

Referring to your letter of the 7th instant we have the honor to report that we went to Camp Jackson, Columbia, South Carolina as directed by you on the 10th instant and addressed the colored soldiers stationed there in accordance with your letter. We were gladly received by the Officers of the Division and of the Brigade and of the Regiment and willingly and enthusiasticlly heard by them as well as the enlisted men and non-commissioned officers thereof. A show of hands convinced us that all of the men who were not insured would do so and that all of them would take the maximum amount allowed. In this connection we desire to gratefully call your attention to the fact that the public press of the Country has not so far indicated that the Governor of any other State has given such recognition to their colored soldiers. We again thank you for the honor and distinction you have given us in this matter. The enclosed letter from Colonel P. L. Miles the Commander of the regiment speaks for itself.
