Dear Governor:-
I have complied with your request in your letter of the 7th.
From the best information that I have been able to obtain I am satisfied that the Local Board has been misrepresented and that an injustice has been done it. I am further convinced that a gross wrong has been done some of the registrants from Pitt County, in that their classification has been arbitrarily changed over the head of the Local Board, who carefully investigated personally each case before making assignment.
I feel that fair play and the ends of justice require that the draft situation in Pitt County be investigated by competent and impartial authorities.
