Your letter of the 18th received and carefully considered. The question presented is one for the decision of the District Board. The Local Board has only recommendatory powers. I am forwarding your letter to the District Board with a request that they give to it sympathetic consideration. That is the extent of my jurisdiction in the premises. I suggest to you that you get your Local Board to make a recommendation in the premises.
