My dear Mr. Kuykendall:-
Yours of the 20th received and carefully considered. The questions presented by your letter are exclusively within the jurisdiction of the District Board, and you can see yourself how impossible it is for me to review their decision on particular cases. Complaints are on my desk from another county in which it is alleged that the Board is granting deferred classifications to too many people in industrial enterprises. Complains fierce and vigorous to this effect are being filed, so you see the Board is between the devil and the deep blue sea.
