My dear Sir:-

Replying to yours of Feb. 16th, written by Lieut. Col. J. S. E. Smith, I beg to thank you for the information contained therein, and to submit just one other additional inquiry.

Has the Governor or the Adjutant General any power or authority to take any steps looking towards the discharge of a registrant who was inducted into service under the old regulations and is now in one of the training camps? I have been advising registrants that the Adjutant General and myself are absolutely without any authority in such cases, but that the soldier must make his application to the commanding general in the camp. I have no disposition to exercise any such authority, and do not think that I ought to be clothed with it, and in my opinion I am not so clothed, but I would be glad for you to definitely advise me whether or not my information that I have absolutely no authority in such cases is correct.
