My dear Governor;-

As per our conversation of recent date I made Mr. Scales a visit with the view of persuading him to act as a member of our board.

Mr. Scales states that his prectice will not permit him to serve in Statesville during the months of January and February as this is his busiest season, he has from three to five meetings a day of the corporations he represents. Being personally fond of Mr. Scales and recognizing his ability to successfully fulfill the place I sincerely regret that his business prevents him from serving with us.

Owing to the commotion and protests made by the publicity given the proposition of moving the meeting place of the board I do not consider it expedient to take that action at this time.

Trusting you will have no difficulity in securing some one to fulfill the vacancy caused by the resignation of Mr. Klutz and again expressing my regrets that Mr. Scales finds it impossible to serve with us at this time I am
