<Dist Ex. Bd.>

Hon. A. M. Scales,
Greensboro, N.C.

My dear Alf:-

I am enclosing you a letter that I am writing to every member of the Western District Board. Mr. Finch freely conceded that at one time he was in favor of moving the offices from Statesville to Greensboro, but he now seems to be very doubtful about the wisdom of doing so. Under the law the place of meeting is left to the judgment of the members of the Board, and while I would emphatically approve the removal to Greensboro, I told him that I was not willing to practically order this removal if it should be contrary to the judgment of a majority of the members. He told me that he would see you and talk the situation over with you. I hope he has done so.

Sincerely yours,

[unsigned]
