I enclose herewith letter from Mr. Geo. C. Scott with reference to his son Geo. Randolph Scott, which letter explains itself. I know that Mr. Scott is a very fine young man and I would be glad for the special permission asked by his father be granted if consistent with the rules and regulations of the Department.
