My dear Governor:-
Your letter of the 19th instant enclosing a letter from the Jackson Training School at hand and contents have been carefully noted. You are advised that the Board appreciates your suggestion in this matter which justifies this Board in reference to a tentative decision, classing these men in the Fourth Class. You are further advised that this matter has been discussed by this Board and that the Board is of the unanimous opinion that these men should be so classified, and that, we have intimated this course to the officials of said school.
