My dear Sir:-
Replying to yours of the 9th, I beg to advise that you are not entitled to be exempted on account of the office you hold. This is in accordance with every ruling that has been made from the beginning, and the local and district boards, under the instructions of this office, are not permitted to consider your claim in this respect. On the ground of having a dependent wife the local board will be advised to reopen your case and consider the facts in the light of the circular instructions issued to them by this Department with respect to married men.
