My dear Sir:-
I enclose you letter from Mr. E. B. Norvell, Chairman of the Cherokee county local exemption board, which explains itself. In my opinion the witnesses ought to be compelled to appear before local boards without any charge for their services, and if we can compel them to so appear under the law, I would be glad for you to so advise.
