My dear Sir:-
Replying to yours of the 23rd in regard to D. E. Hollowell, I beg to say that I was simply following the precedent set by President Wilson in cases of this kind. Of course I did not know what the boy had not claimed exemption, but under the law a father or mother can claim exemption in a case like above for the boy. No sort of criticism was intended to be made of your Board as you did exactly right under the circumstances, but I feel that as the father makes this claim the last boy ought to be allowed to stay at home.
