My dear Governor Bickett:
This day I have sent you the following telegram:
“Number eighty six hundred four period. Eight out of twelve men reporting to Camp Jackson on September eighth from Cumberland County North Carolina were rejected for manifest defects period. The President directs that you remove Doctor J. W. McNeill from membership on the Cumberland County Board and nominate a successor for him period. Letter follows.”
I am enclosing copies of the correspondence from the Officers at Camp Jackson, which plainly show neglect of duty on the part of Doctor McNeill. Please transmit these papers to the Local Board of Cumberland County and remind them that no credit on their quota is given for men rejected by the medical officers at camp.
