Gentlemen:
In justice to Mr. Gibson and members of District Board beg to say that I assume the blame for allowing Mr. Hull a copy of your reasons for refusing his discharge and regret same beyond expression. Had just commenced work with said board the day before Mr. Hull & some one else from your county came to this office with the request to see their papers and being so rushed with work and not thinking I showed them. I am awfully sorry of this thoughtless act and assure you that no one else shall ever see any of their papers or information furnished by Local Boards unless the District Board gives me specific instructions to show them. I realize very fully that what you say is true and I am going to act in the future accordingly.
With reference to Mr. Hull, will say that his case has not been reopened but his papers additionally have been marked “Request to reopen” and Mr. Gibson told me that he did not think Mr. Hull had the slightest chance of being exempted. In fact the District Board now is standing square behind the Local Boards and if anything comes up that there is any question about it is referred back to Local Bords for further information before any action is taken.
Again expressing my sincere regrets for my bad blunder and hoping you will pardon me this once.
