Major Z. B. Vance who is now in charge of Fort Niagara, N.Y., is anxious to have a command with the Troops from North Carolina. Major Vance has had long experience in the army, having seen service in the Phillipine Islands and at various parts of the United States. I am informed that retired officers of the Regular Army are eligible to commands in these new forces. Several years ago Major Vance along with a good many officers was retired by Mr. Roosevelt on account of not meeting the requirements of a riding test. Since he was called back to the service last year, Major Vance has been in charge of Fort Niagara. As you know the Major is the youngest son of Senator Vance. And it is but natural that he should desire service with the Troops from his native State.
My brother and myself would appreciate very much any consideration which you might give to the claims of Major Vance, he having married our sister Mary. The Major is now about 55 and is in very good health, active and alert.
