Dear sir:
I have two insane Indians in jail, who are dangerous persons. I have had one of them off and on for three years in jail, and his condition grows worse instead of better. As you know the jail is no place for insane people. They can not be cared for in jail as the unfortunate insane should be cared for. The last legislature passed an act to take care of the crazey Indians of Robeson Co. but of course the state have not had time to make proper arrangements for these people, and it seems that it will be some time before they can do so, I am taking the matter up with you to see if you can't order these people to be placed in the criminal department of the state penitentiary.
