My dear Dr. Shepard:-

Your letter just received, and I am sure that when you read the facts in the morning paper you will see that the authorities did everything possible to protect the prisoner in Winston-Salem. Troops were rushed on special trains from Greensboro, Raleigh and Charlotte. The local home guard and the police officials did their full duty and numbers of these officers were wounded in their successful effort to save the prisoner's life.

I hand you copy of a letter I am just writing to the Mayor of Winston-Salem, and I think it would have a most happy effect on the situation for representative members of your race to pass resolutions expressing their appreciation of the fact that hundreds of white men risked their lives to protect the life of this negro. The letter I am writing Mayor Gorrell will be given to the press, and it expresses the attitude of this administration.
