A Resolution to raise a joint Select Committee to Examine the Western North Carolina Railroad and the Western Insane Asylum.

Resolved by the House of Representatives, the Senate concurring, that a Committee of two (2) on the part of the House of Representatives, and one on the part of the Senate, to be appointed by the presiding officers of the respective Houses, to which shall be added a practicable railroad man, who shall be a civil engineer, and who shall be appointed by the Governor to proceed to the Wester North Carolina Railroad and the Western Insane Asylum and thoroughly examine and investigate the work now in progress on said works; how the same is being done, the management of the convicts, and also to examine the books, records, and papers of said works, and report to this General Assembly as early as practicable all the information of any kind whatever which said Committee shall deem necessary to a full and complete understanding of the operations of said work. 
That said committee shall have full power to send for persons and papers, and to administer oaths with a view to carry out the purposes of this Resolution.
Provided, the engineer shall receive the same per diem and mileage as a member of the General Assembly during the time he is actually employed and no more.
Read three times in the General Assembly, and ratified the 18th day of January, A. D. 1879.
