Dear Sir:
The undersigned are a committee on behalf of the contractors who have now in charge the convicts of the Chester & Lenoir N. G. R. R. Co. We are expected to secure the consent of said Co. to turn over three convicts to the W. N. C. R. R. Co. for the purpose of making the proposed change to Newton.
Assurance from you that the convicts shall be delivered back to the Chester company on demand or when the said change is completed, will be useful to us at the meeting to be held at Yorkville on the 16th inst.
Would it not require an order from the Penitentiary Board? We are informed that you are disposed to help us in this matter for which you will place us under obligations.
