Gov. Z. B. Vance
Raleigh
Dear Sir,
Mr. Rutherford sends his respects and permits me to address you on the following subject. We have heard that Dr. Burgin, the physician in charge of the convicts, at the head of the W. N. C. Railroad, has been or will be reported to the Penitentiary Board, for intemperance and neglect of duty. We would be glad if you would have them appoint Dr. J. C. Whiteside in his place.
Dr. Whiteside is a graduate of the Med University of Md, a man of temperate and studious habits, in fact is regarded as the best Dr. in this part of the state. He has resided at this station for the past two years, and is very popular. If this petition was taken about there would be a long list of names to it, but I will save myself the trouble, and you of reading more by subscribing myself.
Very Respectfully
