My dear Mr. Newsom:-

Replying to your letter I beg to say that while the matter is one that rests entirely with the Committee, my own opinion is that it would not be wise to have counsel appear in this investigation for either side. It is desired to have a thoroughly impartial, dispassionate investigation. Two of the committee are lawyers and when the witnesses come forth and make their statements they can ask such questions as they may deem proper for their further enlightenment.
