As directed by Wilkes Commercial Club, I beg to submit herewith copy of a resolution passed by the Club in re convicts for the Watauga and Yadkin River Rail Road Company.

I also beg to enclose a copy of the report made to the club by our committee on Railroads, and a petition signed by the business men and citizens of this community.
