My dear Varner:

I am gratified to hear that the state prisoners are again in demand. Before any convicts are let out to work at Baden, or any other place, it should be distinctly and thoroughly understood that proper measures should be adopted and diligently maintained for their safety. The deaths of those convicts at Baden more than a year ago resulted in my opinion from the negligence of those in charge. Such conditions should not be tolerated, and I hope and feel that you and your board and that Mr. Mann will exercise proper care for the protection of the prisoners.
