Hon. H. B. Varner,
Lexington, N.C.

My dear Varner:

In regard to the law providing convicts for the road from Old Fort to Ridgecrest, Section 1 reads:

"That the board of directors of the State's Prison be and is hereby authorized to furnish as many convicts as practicable, not less than twenty-five, to be used in the construction of the said road, according to the plans and the specifications made by and under the supervision of the Highway Commission of Old Fort Township, heretofore appointed by the Governor."

I hope that the board can furnish these convicts when they meet next month.

I have been informed by Fred Bradley, and another man who seemed to be in charge of the work at Old Fort, that if you furnish the convicts the road will be built by Round Knob.

Your friend,
