The Social Service Department of the Raleigh Woman's Club wishes herewith to earnestly protest against the use around some of our Convicts' necks of a ball & chain.

This protest we urge in the name of common humanity, feeling sure as we do, that no plea made for the prisoner will pass unheeded by him who has this far administered justice so wisely tempered by mercy.
