Dear Sir:

Replying to yours of November thirteenth, I have to say that the Superintendent of the State's Prison informs this department that he has no convicts at the present time that are available for work on the county roads. The Superintendent also says that it would be impossible for him to furnish convicts for this purpose until the convict forces now at work on same of the railroads in the State have been released. I will also state that an application for convicts to work on county roads will have to be considered by the State's Prison in the order of the date of their reception. Under this rule your application for convicts is not the first one that would have to be considered. The county of Bladen made an application for convicts on October eleventh and I think that there are possibly others that are ahead of your county.
