Dear Sir:

I am just in receipt of your letter of August 20 today, and contents carefully noted. I will endeavor to be in Raleigh on or before the 15th of September.

Referring to the contract submitted by the Attorney General's office, the form submitted will not do. It requires the railroad company to complete its line in three years, but does not require the State to furnish labor to help to complete the construction within the time limit.

I will be in position on my arrival to go into this matter definitely with the council of the State.
