Dear Mr. Craig:

In view of the fact that Madison County has issued $300,000 worth of bonds for road improvement with the distinct understanding that the state was to furnish convicts to help build one specific road reaching from Buncombe County to the Tennessee line, and in view of the fact that part of these bonds have been issued and sold at a sacrifice in order to meet their part of the agreement, we feel that it is now up to the Prison Board and state council to carry out their part of the agreement, or rather to place the convicts on this road in accorsance with the law passed at the last session of the legislature.

The directors of the Good Roads Association have requested me to write you asking you to urge the order be made for placing the convicts on this Madison County road, as soon as they are available.
