Dear Gov:

I am reliably informed that work on our R.R. - The Watauga, has stopped because of our failure to furnish the convicts as agreed upon.

I am exceedingly anxious that work might continue

I introduced & helped to get through the Legislature the bill providing convict labor to aid in the construction of a R.R. into Watauga Co.

After this matter was thoroughly discussed in the Legislature it passed without an objection; in fact, a number of our strongest supporters in the Leg. were men from the extreme East

Mr. Grandin proposes to continue & push the work to completion provided we will do our part as a county & state as the law provides

I do most sincerely hope that you will be able to furnish, immediately, at least; the minimum provided for in the bill in order that we may be able to carry out our part of the contract.
