Dear sir:

Madison county citizens are so anxious to appear before you and the council of state to urge claims for convicts for our roads. Would greatly appreciate it if you would write me to Asheville naming the earliest date it will be convenient for you to convene the council for the purpose of giving us a hearing. We will wait until you can be present, as we are anxious to inform you fully in regard to the present road conditions in the county. Unless we get the convicts at an early date, it is practically certain that all our plans for a system of roads will fail.
