Subject: Request for troops to be sent to Winston-Salem, North Carolina.

1. In view of the serious trouble now existing in the city of Winston-Salem, North Carolina, and confirming my conversation with you over telephone it is requested that you send a detail of officers and troops to Winston-Salem to aid the civil authorities in enforcing the law in suppressing riots and in the prevention of mob violence, such officers and troops to remain on duty as long as may be necessary in the opinion of the Mayor of Winston-Salem.

2. It is requested that the Officer in command of the troops upon arrival at Winston-Salem, report to the Mayor.

3. All transportation arrangements will be made and the expenses met by the State.
