My dear Mr. Hoey:-

Replying to yours of the 10th, I beg to say that I think it would be entirely proper for the Local Board to strike out the charge of desertion against delinquents who have failed to respond but who now come in voluntarily and signify their desire to go to camp. I advised that the Local Board send them down as regular registrants without any charges against them whatever. I want to give to such men every opportunity and encouragement to be good soldiers.
