Gentlemen:-

I enclose you herewith copy of letter I am this day sending to all Government Appeal Agents. I cannot emphasize too strongly that it is the fixed determination of the Government to make up the next quota out of single men and married men who do not support their families. No others should be placed in Class 1. If you gentlemen will follow the rules laid down in the letter to the Government Appeal Agents you will save a vast amount of time and a vast amount of irritation. I think ninety per cent of the Boards in the State are doing this already, but out of an abundance of caution I am writing to all boards.
