Gentlemen:-

I have been asked to write you a line in regard to the case of Dr. Wm. T. Rainey of Badin, N.C. In addition to what will appear in the affidavits filed with you, I beg to call your attention to the fact that Badin is a new town. It has sprung up suddenly. The utmost precaution is necessary to keep epidemics from breaking out in a community like this. The development going on at Badin at this time is the biggest constructive enterprise in the State, and it would be a public calamity for anything to be done that would retard the work that is being done there. I trust that your Board will give this matter very serious consideration.
