My dear Mr. Armstrong:

I thank you for yours of November 23rd. The plan devised by the War Department does not in any respect meet with my own approval, but you can readily see that the plan was adopted for the entire United States, and it is simply up to us to carry out the instructions given us.

I do not know about the necessity for a medical advisory board of seven experts. I take it that no more will be used than is reasonably necessary. I do believe, however, in the principle of calling every single lawyer in the county to the colors, and asking him to register himself as a lawyer who is willing to give his service to exemption boards and registrants. I think the value of this is incalculable. It is a wise policy upon the part of the government to have all lawyers enroll thus as volunteers.
