Hon. T. W. Bickett,
Raleigh, N.C.

Dear Governor:

I was somewhat surprised when I saw the names of the men that you had appointed in this county on the Board of Exemptions. I wonder upon whose recommendation they were appointed, and if you were apprised of the fact that all three of these gentlemen that you have appointed actively, and I am reliably informed financially, aided in defeating myself and the rest of the Democratic ticket in this county at the last election. All three of them voted against me and other candidates on the Democratic ticket, and actively aided and assisted the Republicans in the election. The Democrats are very much incensed at their conduct and equally surprised at their being given recognition by the Democratic Administration of the State. Each of them were actively opposed to you in the nomination for Governor and supported Daughtridge.

I felt like you ought to know these facts, if you did not already know them.

The physician named on this board is not a regularly licensed physician but practices under the act of 1885.

Yours truly,

B/B
