Sir:-

With reference to certain charges preferred against the management and treatment of prisoners under C. J. Rhem at Camp #2, made on the 4th day of April 1919 by one, A. H. Sears, and others, we beg to submit the following report.

On the 12th day of May 1919 in meeting of the Board of Directors held at this farm in Halifax Co. a thorough investigation was made of all said charges, and our conclusions are that the charges are untrue and without foundation, and that they were made by a prisoner wholly unreliable.
